This is the first filing that Prometheus Radio sent to the Federal Communications Commission.
It is basically the essentials of Prometheus and LPFM.  If you're looking for where to start in learning about low-power FM, read this document!!
It explains who Prometheus Radio is, why LPFM is important, how LPFM is important in regards to local ownership and local programming, and how the licencing process needs to be made affordable and accessible to those community organizations and citizens requesting them, while at the same time keeping the system from being overwhelmed by corporate interests.  It also discusses technical aspects of LPFM, such as adjacency rules, digital bandwidth, FM translator protections, and other issues.
