Here it is:

To Whom It May Concern:

In Minneapolis and St. Paul, the demographics have changed within the
past 10 years to include people and cultures from countries with
unique traditions and languages. It is also because these "New
Americans" have chosen the Twin Cities that they also have a unique
opportunity to be exposed to and engaged with community radio. They
can hear their voices on community radio, share stories about new and
old experiences and maintain ties with their homeland. Whether they
be Hmong, Vietnamese, Somali, Ethiopian or from Oromiyaa, they can be
civically engaged because the tenets and principles of community
radio is vibrant here. This was not so just a few years ago; thirty
years ago to be exact. Community radio should be allowed to grow and
expand, especially LPFM, because it provides open access to public
airwaves. Wasn't this the original intention of the Federal
Communications Commission?
